The Association of Licensed Telecommunications Operators of Nigeria (ALTON) is an Incorporated Trustees formed in the year 2000. It is the industry body for all telecommunications companies and those providing subsidiary services to telecommunications service providers in Nigeria. Its objective is to promoting growth in the telecommunications sector and, ultimately, ehnance efficient and affordable telecommunications services delivery to users of these services. Membership of ALTON consists of companies duly licensed in Nigeria to provide telecommunications and related services. These services include telephony services (fixed and mobile), internet and other data services, as well as of infrastructure and other support services/value adding services.

Board of Trustees

The Registered Trustees of ALTON is its highest body. It exercises oversight functions over the Association, and supervises the executive council of the association. All the trustees of ALTON are persons of high reputation and have distinguished themselves in the telecommunications industry. The registered trustees of ALTON are;

The Executive Council

The National Executive Council, which doubles as the Governing Council of the Association, is responsible for the daily operations of ALTON. The Members of the Council are;

Engr. Gbenga Adebayo
Chairman of the Association of Licensed Telecommunications Operators of Nigeria (ALTON)

The Author of Telecom in Nigeria, a role in the call, a book on telecommunications development in Nigeria.
A Seasoned Telecommunications Engineer with over 18 years Cognate Experience from Siemens AG of Germany (now Nokia Siemens) where he functioned in various operations across the world and to Operating a successful Private Wire line Voice and Data Network in Nigeria.

A former General Manager of VGC Communications Ltd. a Private Telephone Operator and provider of digital fibre optic supported land line services, data communications and broadband internet services.

The Company under a Management led by him was transformed from a Community service provider for the famous high brow Victoria Garden City in Lagos, to a National Telephone Service provider, within first few years, and VGC Comm. until its recent acquisition by MTN Communications Nigeria was described by Industry players as one of the best and fastest growing private telephone companies in Nigeria since year 2000.

  • A past President of Rotary Club of Victoria Garden City, District 9110 Nigeria, the year 2003/2004.
  • He was listed as one of 44 -Nigerian professionals in a media survey conducted about successful and eminent young Nigerian Chief Executives in a report on the roadmap to the future, those who will make Nigeria Great again’ during Nigeria’s 44th Independence anniversary, in October 2004.

Nigeria I-T and Telecom Digest Magazine described him as ‘Estimable’: The News watch Magazine described him as ‘Wiz Kid at the Top’ and The City People Magazine described him as a ‘Telecom Wizard’.

Mr. Akinwale Goodluck

Mr. Akinwale Goodluck is a legal practitioner with more than 18 years experience. He attended Kings College, Lagos and the Lagos State University where he earned a degree in Law. He has attended various courses in telecommunications and corporate finance including the Executive Development program of the Chicago school of Business.

Mr. Goodluck has vast experience and expertise in Corporate Finance, Legal Advisory Services and Financial Services which he gained when he worked at NAL Merchant Bank and The Law Union.

He joined MTN Nigeria in December 2001 as Commercial Legal Advisor. He rose through the ranks and became General Manager, Regulatory Affairs.

He was recently appointed the Executive Director, Corporate Services of MTN Nigeria.

He is the Vice-Chairman of ALTON.

Mr Tom Iwueze

Tom Iwueze is a Chartered Accountant and a Certified Informations Systems Auditor. He earned in 1986, a degree in Geography from the University of Nigeria, Nsukka and also holds an MBA(Mgt) from the Imo State University.

Mr Iwueze has been working across various sectors in Nigeria for more than 20 years. More than 18 of those years have been at middle and senior management positions. He is responsible for ZOOM Mobile’s Treasury and Interconnect Affairs.

He has been actively representing ZOOM in ALTON since 2004 and is the Financial Secretary of the Association.


Mr. Damian Udeh is a legal practitioner with 18 year post call experience spanning over corporate/commercial legal practice, litigation and more recently to arbitration and Alternative Methods of Dispute Resolution (ADR). He is an Associate Member of the Negotiation and Conflict Management Group.

He is a graduate of the Abia State University Uturu Okigwe in Abia State and the Nigerian Law School Lagos where he was called to bar in 1989. Since then he has worked variously with the law firms of E. A. Molajo & Co (SAN) and George Okonkwo & Co. He has also worked as the Assistant General Manager (Operations & Legal) with Commerz and Investments Limited now Nadina Industries Limited

He assumed duties in 2005 as the Manager Legal/Regulatory at Interconnect Clearinghouse Nigeria Limited, the foremost telecommunication clearinghouse in Africa. While at Interconnect he was elevated to the position of Head, Corporate Services, a department that oversees the activities in the Legal, regulatory, human resources and administration departments.

He is also an Alumni of the Digital Bridge Institute Abuja and belongs to the class of 2005 . He is also at the moment pursuing a master’s degree progamme in Public and International Affairs at the University of Lagos.

He is presently with Emerging Markets Telecommunications Services Limited (ETISALAT NIGERIA) where he holds the position of Compliance Manager

He is also a member of the current executive committee of the Association of Licensed Telecomunication Operators of Nigeria ( ALTON ) the umbrella body for all the telecommunications companies in Nigeria, where he holds the position of Publicity Secretary

Engr. Oladipupo Alabi

A seasoned Engineer and Administrator with over 23years experience in the ICT industry. He is currently the Chief Executive Officer of LTMobile Nigeria Limited.
He started his career in the Computer industry where worked for 13years before moving to the telecommunication industry in 1997 consequent upon the liberalization of the sector. He held several positions in Intercellular Nigeria Plc – the pioneer CDMA operator in Nigeria before resigning in April 2008 as General Manager, Engineering Services. He holds B.Sc. (Electrical Engineering) and Masters in Business Administration. He is also a member of Institution of Electrical and Electronics Engineers (IEEE)

Kazeem Olawale Ladepo

Mr. Kazeem Olawale Oladepo is the General Counsel of Main One Cable Company. Mr. Oladepo, who was until his appointment the Director of Corporate Strategy and Development at Starcomms Plc, also served as the Head of Legal and Regulatory Services as well as the Company Secretary of Starcomms, and led the transformation of Starcomms Plc from a private company to a public company. He holds a Masters Degree from the Glasgow Graduate School of Law (University of Strathclyde) specializing in Information Technology and Telecommunications Law. Mr. Oladepo has experience in legal, regulatory, permitting and commercial transactions, and has also been involved in implementing strategic policies within the Nigerian telecommunications industry.

The Governing Council

The NATIONAL EXECUTIVE COUNCIL shall be the Governing Council of the Association and it shall consist of all elected officers/Committees’ Chairmen of the Association, the Registered Trustees of the Association.

The Secretariat

The Secretariat of ALTON oversees the general administration and organization of the activities of the Association. It serves as an avenue for member’s interaction through the convening of scheduled and emergency meetings and coordinate correspondence between members, as well as members of the general public, and the relevant regulatory agency.

The Executive Secretary organises the activities of the ALTON secretariat, is ably assisted in that task by Mr. Gbolahan Awonuga who is the Administrative Manager. The Secretariat is located at 5, Amodu Ojikutu Street, Victoria Island, Eti Osa, Lagos
